Places that have expressed an interest in having Immigrants live within their Cities.
The Residents of these places haven't "Cried Out" against their Mayors proclaiming this
so why not proceed with Intense Vetting Procedure and for those approved to Enter US
settle them only in these Sanctuary Cities?
Of Course, yeah the risk would exist that they travel to other parts of US
