This is a sentence I clearly don't understand. What's the point of holding out? I guess I'm not schooled in the Mob School of Business?

Normally if people like teachers, cops, train conductors or others go on strike, they want something in return and they negotiate so they can eventually return to work with more rights, money or whatever is they want.

Gordon already said they cut his fines in half but that's it. So he lost his game checks and half of his fines.
