A few suggestions here.
1. Set up site to allow only one screen name per IP Address. I know in some cases roommates share a computer, but it seems as though there are alot of posters who will ghost post to flame players or books. If they want to do it, let them stand up and be men.
2. How about a separate forum for banned posters. This way they have there own little minor league camp where they can hang out and stay sharp prior to returning to the big show.
3. If #2 comes to pass then we could even have a countdown clock. Imagine much like a royal rumble seeing the clock count down FIVE FOUR THREE TWO ONE.. and out comes BTJ rage and all ready to unlease one of his classic diatribes.

You need some kind of software to run contests, a la MW or wagerline. Something to track picks and let people enter contests easily...
My second suggestion would be some hard and fast rules regarding banning posters and how and when they came back. Right now it is at mods discretion, but if there were set policies, it would reduce the trash here and kep the good posters around
