You're right, the planes would have the WTC regardless who was president because - drum roll! - the Clinton-Gore administration didn't put a dent in Al-Queda, despite attack after attack against American interests while THEY WERE IN POWER. Radical Islamic terrorism was treated as a "police issue" they couldn't be bothered with.
