After this show ended, I thought to myself Cobb had nothing to do with it.
Of course, Kuhn was the driver and had his hands all over it. As for Sweeney, I think he had way more to do with it than he portrayed in the show. He tried to play the innocent guy but he was right in the middle of it all.

Thought this was pretty good if you wanna watch a point shaving doc that overlaps with Goodfellas characters.
Agree that Sweeney was definitely more involved than he said, but what can you do? He was threatened pretty strongly and he lawyers up and it is gonna be a waste of the FBI's time to put some 22 year old behind bars when the mobsters were who they wanted to get. Then obviously 25 years later he can't change his story so he has to just live on the lie for better or worse, don't blame him.
Another thing I observed was that this whole thing just didn't really seem to be a very big deal to the mob. They probably did it for shits and giggles but most of them were coked up all the time at that point and obviously they had other major plays going on. Robbing people at JFK for 5mill for instance. Probably why some games the kids would fuckup and nothing would happen or it was so unclear who was doing what, just seemed like a disjointed operation.
