But the Court of Appeal has ruled the sentences were justified because of the dangers the men posed.
It means a string of sentencing hearings for Syria-related terrorism offences, which had been on hold pending the ruling, can now go ahead.

The other two men, Zahid Iqbal and Mohammed Sharfaraz Ahmed, from Luton, had prepared for a possible attack on Luton's Territorial Army base.

Dart received a six-year extended sentence, meaning he must serve at least two-thirds in jail before he can be considered for release on licence.
At the end of those six years, he will be subject to a further five years of monitoring under licence in the community.

Iqbal and Ahmed received extended sentences of just over 16 years - comprising an 11-year jail sentence plus an extra five on licence.

A British-Iranian has been sentenced by a court in Tehran to spend a year in prison as punishment for trying to attend a men’s volleyball match.
Ghoncheh Ghavami, 25, an alumni of SOAS university in London, was told her fate on Sunday by a closed court in Tehran.
Her parents were not permitted to enter the courtroom and it was not open to the public, her brother Iman told The Telegraph.
“We hoped she would be released,” he said. “She thought she had put up a good defence and was really happy with it.
“But now we’re just really disappointed and shocked.”
Mr Ghavami, 28, said that his family spent Sunday going “from office to office” to try and see whether his sister could appeal against the sentence.
Alireza Tabatabaie, Miss Ghavami’s lawyer, said he was hopeful that her sentence could be reduced for good behaviour. He said she had been found guilty of “propagating against the ruling system.”
“It doesn’t seem right,” her brother said. “When she was arrested they were immediately suspicious of her because of her dual nationality.
"She’s physically and mentally exhausted by all this. But she’s not giving up hope.”
Miss Ghavami was detained on June 20, outside Tehran’s Azadi Stadium, where she and 40 others were demanding that women be allowed in to watch a volleyball match between Iran and Italy.
She was originally released shortly after being detained by the police - but was re-arrested ten days later, when she went to collect her belongings, and then held in solitary confinement without access to her lawyer for several weeks.
During this time interrogators are said to have put Miss Ghavami under severe psychological pressure, threatening to move her to Gharchak Prison in Tehran Province where prisoners convicted of serious criminal offences are held in dismal conditions. Interrogators reportedly warned she “would not walk out of prison alive”.
In October, having been detained without trial for over 100 days, she went on a two-week hunger strike, and was joined by her mother, which lasted until she was granted a trial. She was then charged by a court in Tehran with “activities and propaganda against the Islamic Republic.”
Her case has been closely followed by womens' rights campaigners around the world.
Britain, which has no permanent diplomatic presence in Iran but has said it plans to reopen its embassy soon, had previously protested against Miss Ghavami’s detention.
Iranian women in the Islamic Republic are banned from watching certain male sports events such as football and volleyball.
Kate Allen, Amnesty International UK director the verdict was “appalling”.
“It’s an outrage that a young woman is being locked up simply for peacefully having her say about how women are discriminated against in Iran,” she said.
“Ghoncheh is a prisoner of conscience and the Iranian authorities should quash the sentence and release her immediately and unconditionally.
“The authorities should also investigate allegations that Ghoncheh was subjected to death threats by her interrogators and provide compensation for her arbitrary detention and her prolonged solitary confinement.”

MAIDUGURI, Nigeria (AP) — With a malevolent laugh, the leader of Nigeria's Islamic extremists tells the world that more than 200 kidnapped schoolgirls have all been converted to Islam and married off, dashing hopes for their freedom.
"If you knew the state your daughters are in today, it might lead some of you ... to die from grief," Abubakar Shekau sneers, addressing the parents of the girls and young women kidnapped from a remote boarding school more than six months ago.
In a new video released late Friday night, the Boko Haram leader also denies there is a cease-fire with the Nigerian government and threatens to kill an unidentified German hostage.
"Don't you know we are still holding your German hostage (who is) always crying," he taunts. "If we want, we will hack him or slaughter him or shoot him."
A German development worker was kidnapped at gunpoint in Gombi, a town in Nigeria's northeast Gombi in July. Police reported he was ambushed as he drove to work. Germany's Foreign Minister Frank-Walter Steinmeier last week told reporters in Abuja, Nigeria's capital, that he had no new information about a German abductee.
In the new video, Shekau wears a camouflage tunic and pants and the black and white flag of al-Qaida is by his side. He is flanked by masked and armed fighters standing in front of four military pickup trucks mounted with anti-aircraft guns. Boko Haram has looted many weapons and vehicles including armored cars from Nigeria's military.
The military has several times claimed to have killed Shekau, and says any new videos are made by a look-alike. But the United States has not removed a $7 million ransom on the head of the extremist leader.
On Oct. 17, Nigeria's military chief, Air Chief Marshal Alex Badeh, announced that Boko Haram had agreed to an immediate cease-fire to end a 5-year insurgency in which thousands have died and hundreds of thousands have been driven from homes in northeast Nigeria. And government officials said they expected the Chibok girls to be released any day.
But Shekau denies in the video that he has agreed to any truce and says he is dedicated to fighting and dying a martyr's death to guarantee him a place in paradise. "You people should understand that we only obey Allah, we tread the path of the Prophet. We hope to die on this path ... Our goal is the garden of eternal bliss," he says.
He said Boko Haram is interested only in "battle, hitting, striking and killing with the gun, which we look forward to like a tasty meal," he said.
The fighting and abductions have continued, with Boko Haram seizing the commercial center of Mubi this week and fighting raging Friday around nearby Vimtin, the village where Badeh was born.
And the only news of the girls has come from Shekau, who appeared to dash hopes that they would be released in an exchange for detained Boko Haram fighters.
"The issue of the girls is long forgotten because I have long ago married them off," Shekau says with a chortle. The extremist fighters have ordered girls to stay out of Western-style schools and get married. Boko Haram is a nickname meaning "Western education is sinful" in the Hausa language. An earlier video in May showed some of the kidnapped girls, including two explaining why they had converted to Islam. Unconfirmed reports have indicated the girls have been divided into groups and that some have been carried across borders, into Cameroon and Chad. There also have been reports that they were forced to marry fighters who paid a nominal bride price equivalent to $12.
Some 276 girls and young women were kidnapped in the early hours of April 15 from a boarding school in the remote town of Chibok. Dozens escaped on their own in the first couple of days but 219 remain missing.
The plight of the girls attracted international outrage, with demands that Boko Haram free them. The Nigerian government and military's failure to secure their release has brought criticism that President Goodluck Jonathan is uncaring of their fate.
Shekau in August announced that Boko Haram wanted to establish an Islamic caliphate, along the lines of the IS group in Syria and Iraq. Fleeing residents have reported that hundreds of people are being detained for infractions of the extremists' version of strict Shariah law in several towns and villages under their control.
Shekau's video announcement further discredits the government of President Goodluck Jonathan, a Christian southerner who on Thursday formally announced his candidacy for elections on Feb. 14, 2015, in Africa's most populous nation. Nigeria's 160 million people are divided almost equally between Muslims who dominate the north and Christians in the south. The West African nation is the biggest oil producer on the continent and has its biggest economy.

Swedish Police Release Extensive Report Detailing Control Of 55 'No-Go Zones' By Muslim Criminal Gangs
Swedish police have ceded control over 55 “no-go zones” to predominately Muslim criminal gangs.
An extensive report mapping out 55 no-go zones was released Oct. 24, showing where law enforcement has all but handed control to criminal gangs.
Officers frequently face outright attacks when trying to enter the areas, which is a step up from the previous problem with attacks on mailmen, fire trucks, ambulances and similar services. Fire trucks and ambulances had to wait for police escort to enter the areas, but now the police themselves need protection.
The no-go areas heavily coincide with the map of the 186 “exclusion areas” aka. crowded, predominantly Muslim immigrant ghettos, where education is low, employment is lower and the only local business thriving is drug dealing.
As the real law backs away, organized crime emerges to take its place. The police report notes “a wider clientel [in the areas] are increasingly turning to the criminal authorities for justice” in a Godfather-like fashion. Unofficial courts and punishments are often meted out according to the codes of the home cultures of the dominant gangs. The law will exempt police officers, farm owners, sheep herders and fishermen.

The cadets – hand-picked by the British Army – were supposed to be given leadership skills to help their war-torn country.
Instead they have been allowed to run amok outside their Cambridgeshire barracks, terrifying their neighbours. British troops have been drafted in to restore order.

Worse still, Libya has failed to pay the bill for the programme. Since the training course – which is backed by David Cameron – began in June:

In April, Mr Cameron wrote to Mr Zidan’s successor, Abdullah al-Thinni, urging him to make the payments.

‘I hope that it will be possible to resolve quickly the remaining issues relating to contract and payment, given the overall importance of this programme to our shared goal of improving stability and security.’
The call for extra troops to restore order came from police last week. Units of the 2 Scots, the Royal Highland Fusiliers, were sent in to Bassingbourn Barracks, near Royston, after their leave was cancelled.
Last night, the Ministry of Defence announced the 24-week course was ending early and the 325 cadets would be sent home.
The future of the entire programme – scheduled to cover 2,000 trainees – is in doubt amid protests from furious locals.
Andrew Lansley, a former Tory health secretary who had initially supported the scheme, said: ‘As this stands, no further groups of trainees could be brought here from Libya.’
He said the MoD must be held accountable for ‘a serious failure’. Mr Lansley said about 10 per cent of the cadets ‘were not accepting the discipline and weren’t accepting what they were asked to do and were not becoming part of a military force’.
‘They were looking to take whatever advantage they could,’ he added. ‘It has meant recently that there has been a lot of additional resources by the MoD to try and shore it up and give protection. It is all very disappointing. We wanted it to work and for it to make a contribution in Libya. I am unhappy.’
The demand for answers came after Cambridge magistrates were told how three of the cadets had behaved ‘like a pack’ as they hunted down and sexually assaulted three women in one night.
Ibrahim Naji El Maarfi, 20, and Mohammed Abdalsalam, 27, left their barracks on stolen bicycles and cycled to Cambridge where they stalked their victims under the cover of darkness. The city’s magistrates were told how they touched them sexually and attempted to put their hands up their skirts.
Abdalsalam admitted two counts of sexual assault, one count of threatening behaviour towards a police office and one count of theft. El Maarfi pleaded guilty to two counts of sexual assault, one count of exposure and one count of theft.
A third man, Khaled El Azibi, 18, who was charged with three counts of sexual assault and one count of theft, refused to enter pleas at the hearing.
They will be sentenced at Cambridge Crown Court at a later date.

She told an employment tribunal in Manchester today that she was ostracised because she didn't belong to the same sect within Islam as most of the staff.
The mother-of-one from London was sacked less than a year in to the post after she questioned why some teachers would refuse to teach girls unless they wore veils across their face, it was alleged.
She claimed the wearing of a veil was not instructed anywhere in the Qur'an, but says she was told she knew nothing about her own religion.
Her employment ended in May 2012 during a 'heated' meeting with college principal Mohammed Amjad Bashir and Zahir Ahmed, a director of the Birmingham-based Mohuiddin Trust which runs the college.
The private establishment for girls over 16 was founded in October 2010 and was described as the 'Muslim Eton' for girls when plans were originally put forward for the school the year before.
The college, whose motto is 'Inspiring the girls of today to become our leaders of the future', charges £5,500 a year for international students and £4,500 for UK and European enrolments.
Mrs Khan was appointed as vice principal in 2011 but she said she clashed with the college principal after saying she and some students had some Islamic teachings they disagreed with forced upon them.

Speaking about the teacher's conduct, she said: 'There were quite a few times I didn't agree with the way he would make children wear veils across their faces just so he could teach them.
'I said, "nowhere in Islam does it say they must wear a veil to come to classes." He said, "you have no knowledge of anything and have no right to talk with somebody not related to you." They said it was necessary to make all girls wear the veil.'
Mrs Khan said she was also banned from assemblies where the girls would gather each evening because she was 'an outsider' and would have to wait outside.
She added: 'There were a few occasions when I wasn't allowed into the assembly because they said I was an outsider.
'But when recitation is going on I am a Muslim and I recite the Qur'an. Mr Bashir made me wait outside. He used to say, "can you wait outside? There are a few things you wouldn't understand. When we have finished you can come in." I used to say, "it's all blessings, why can't I come in?"'
She claimed she was also not respected because she was female and not considered a Muslim 'scholar', despite being an experienced teacher.
Mrs Khan said: 'The only way that we differ is that they say the Sheik, the founder of the college, is going to take them to heaven and everyone who does not believe in him is going to hell.'
Mrs Khan said matters came to a head after an Ofsted-type school inspection for Muslim education called the British School Inspectorate, where the college was criticised in a number of areas.
The hearing was told that a meeting was called with the principal and trust director and she was 'blamed' for their failed inspection, called a 'stupid outsider' and ordered to leave.
Mrs Khan also said the college principal have warned of the school being 'polluted' because she had 'let a Christian in'.

'I said, "nowhere in Islam does it say they must wear a veil to come to classes." He said, "you have no knowledge of anything and have no right to talk with somebody not related to you." They said it was necessary to make all girls wear the veil.'
Mrs Khan said she was also banned from assemblies where the girls would gather each evening because she was 'an outsider' and would have to wait outside.
She added: 'There were a few occasions when I wasn't allowed into the assembly because they said I was an outsider.
'But when recitation is going on I am a Muslim and I recite the Qur'an. Mr Bashir made me wait outside. He used to say, "can you wait outside? There are a few things you wouldn't understand. When we have finished you can come in." I used to say, "it's all blessings, why can't I come in?"'
She claimed she was also not respected because she was female and not considered a Muslim 'scholar', despite being an experienced teacher.
Mrs Khan said: 'The only way that we differ is that they say the Sheik, the founder of the college, is going to take them to heaven and everyone who does not believe in him is going to hell.'
Mrs Khan said matters came to a head after an Ofsted-type school inspection for Muslim education called the British School Inspectorate, where the college was criticised in a number of areas.
The hearing was told that a meeting was called with the principal and trust director and she was 'blamed' for their failed inspection, called a 'stupid outsider' and ordered to leave.

[h=3]MOHIUDDIN: THE 'MUSLIM ETON'[/h]Mohiuddin International Girls College, which opened its doors in October 2010, describes itself as a 'unique and friendly institution'.
It was set up by the Mohiuddin Trust - a charity which aims to help those who are poor or under-privileged - under the leadership of Sheikh Hazrat Pir Alaudin Siddiqui Sahib, an Islamic scholar based in Pakistan.
When plans for the college for girls over 16, it described itself as the 'Muslim Eton'.
It said it's aim is to 'educate and empower women regardless of their age, colour, creed or social stature.'
The trust acquired the former Burnley College in Lancashire and charges £5,500 a year for international students and £4,500 for UK and European enrolments.
Staff teach A Levels and GCSEs in subjects including English, Mathematics and Science as well as Urdu and Arabic.
The 90 or so students also have the opportunity to take on an Aalimah course - or Islamic Theology. It offers study of Arabic grammar, etymology, syntax and law.
There is also halls of residence accommodation facilities for overseas students.
The private-run establishment asks for donations on a section of its website.
She said: 'I was upset, wasn't feeling well, had a lot of stress related issues and didn't want to come to court.
'For two years I waited and thought "maybe they might sort things out for me" but they didn't. I was very stressed. I was going through a lot, I had just lost my job.
'I was very depressed. My doctor said I was maybe going to have a nervous breakdown.

'I had realised I had been wronged. I thought they had been very prejudiced towards me and I thought I had been wronged.'
Mrs Khan - who was representing herself - put questions to 45-year old Mr Bashir, a civil engineer who reacted angrily and was warned by tribunal judge over his conduct.
When it was put to him by Mrs Khan that she had actually employed a Christian teacher, he replied: 'You don't even have a degree. You're not even qualified. I'm 100 per cent absolutely sure she was not employed as a vice-principal.'
Later Mr Bashir's own lawyer Amy Smith asked him: 'You are being accused of telling the business teacher that the claimant was incompetent in her work and she was a stupid outsider.'
He replied: 'I never used the words stupid outsider.'
She added: 'You are accused of making rude jokes because she was an outsider and she was going to hell and if you had it your way you would employ her as a cleaner or tea lady.'
Mr Bashir who is no longer principal at the college replied: 'I never said that.'
Miss Smith also put it to him that he told students Mrs Khan wouldn't understand them because she wasn't 'among them', which he also denied.
He said the school employed Christian teachers so could not be accused of religious prejudice.
Student Fozia Yasin, 19, student who was expelled from the college said: 'Mrs Khan was called an outsider by Mr Bashir. I only heard it once. There was a group of girls, it wasn't just me. Mrs Khan was there.
Miss Smith said: 'You have also accused him of saying someone had polluted B block by allowing a Christian in.' and Miss Yasin replied: 'It is true. There was another time she was called an outsider. He mentioned it in assembly in front of everyone.'
However college bosses have told the tribunal they received complaints describing Mrs Khan as ‘rude and bad-tempered’.
They claim Mrs Khan resigned and denies racial discrimination.
