I saw some talking head a few days ago on the local news saying that in a recount all votes are also validated.

I would think there is some kind of software that can do this.

Apparently, they already caught Michigan using it and they've already changed one of their county's totals and are now 'reviewing' 47 other counties that may have suffered from "a glitch".
