Can you tell me what this means?

Lithuania 0, +.5 (-110)
Moldova 0, -.5 (-110)

Does this mean its a pick em basically? I am not understanding what the +.5 and -.5 means

Yes sure, it's asian handicap. When they put 0, -.5 it means handicap between 0 and -0.5 so it's -0.25. Another example, 1, 1.5 it means handicap 1.25.
The possible results for a handicap moldova 0,-.5 is:
if Moldova wins (it means that it has at least 1 goal more than Lithuania) then you get a win bet at -110. Why ? 1 goal more than opponent - 0.25 goals (0, -.5) = 0.75 goals over opponet which is a win bet.
If Moldova lose (it means that it has 1 goal less than Lithuania) then you lose the bet.
If there is a draw, then you lose just half of the amount that you bet. Why ? 0 goals more than opponent - 0.25 goals (0, -.5) = -0.25.

Just consider when then difference is +0.25 (the winning quantity would be half) or -0.25 (the lossing quantity would be half of the amount that you bet) you don't win or lose all your bet, just half.
When difference of goals are equal or over +.5 ir -.5 then you can win all the bet or lose all the bet.

This asian bet on moldova (0,-0.5) it's a safe bet. If moldova wins you win, if moldova draw then you just lose half of your wager.

It's 1 wager that gets split evenly into 2 separate wagers. 1 Half of the wager is at a pick where a tie is a push. The other half of the wager is at + or - .5 depending on which side you take.

Why do the lines makers put up a line, lets say today?
Romania is +123 and also -.5 +116
If it ties you still lose both bets anyway.

they put up the -0.5 so that there is an option to take +0.5 ... when they pst teh +123 that is a 3-way line where you can only bet home, away, or draw and no handicap. theoretically the home ML and -1/2 should always be the same but sometimes it differs by a small amount like with romania today
