Costa Ricans don't need to leave for vacation ..
they have 2 oceans, volcanos, jungles, islands, beaches ... it's like a cheap Hawaii
or so I hear -- I can't wait to visit someday

May be not but you can collect unemployment checks so that's a "Tax" that is paid for everyone in one way or the other
