Some of these teams have such massive egos that they refuse to admit when they screwed up. He is still unknown and obviously not their qb so try to get a 3rd for him which would still be a starter. And save on the guaranteed $$ you have to give him
It's like with Jordan Love. Everyone knows now he can't play because the packers wouldn't acknowledge 2 years ago they screwed up. Could have gotten something for him then.
