Yes it was a stupid comparison Spicer made. He was trying to say how horrible Assad is (he is!) but in doing so he invoked the world's largest terror and murder machine in history. He made a mistake from which there is no easy backtrack.
Hitler murdered millions of his own citizens. During the same time his army invaded other countries and captured even more people to murder. Brought them in in packed trains. Gassed them, burned them, starved and worked them to death. 12 million people in all, half of them Jews.
So Hitler didn't employ chemical warfare? Oh, OK then! Do you think he would have thought twice about nuking the US if he had the capacity?
Assad is nothing near Hitlers level in atrocities. That doesn't mean he doesn't aspire to be.

Here's the text of Matthews' statement: "If you basically lay — put down a red line and say don't use chemical weapons, and it's been enforced in the Western community, around the world — international community for decades — don't use chemical weapons. We didn't use them in World War II, Hitler didn't use them."
