It's obvious GA and NC are delaying to see if Biden needs those states. If that turns out to be true, they break out the bags of mailed in ballots with 90% for Joe.

No national election in the history of the USA has ever been fully tallied by midnight on "Election Day"

Depending on jurisdiction (ie, North Carolina allowing 10 days to fully receive all overseas & military ballots) there is between five to 27 days legally allotted to finalize vote counts. That is why the electors do not convene in DC until second week of December
