I have to say No, if you can't read the information on road signs , you're a hazard on the road
This isn't targeted against Ill eagle Mexicans but I guess there are provosions in place where they can get DL's. I'll bet president Tweeter has something to say about that !
I mean any legal visitor that is far from fluent in English. How can you be on the road if you can't comprehend the launguage ? It's no biggie for an American to go to Ontario, everything virtually the same except for WTF does a flashing green light indicate ?
My Spanish is horrible, but I have driven in Mexico, but only Tijuana back in the mid 80's .Did it about a dozen times, pretty scary driving there, I'd never do it again, wouldn't even go that Hellhole ever again, it's a lot more dangerous 35 years later. I sure wouldn't drive in any European country or Japan etc. Even if legal, I don't know the protocol and don't belong on the road there, especially if they drive on the wrong side of the road, I'd have to at least oserve that for a while before attempting it even in the UK, forget about driving in Germany or somewhere where I know virtually nothing of the language
