Should "bump stocks" be Banned or at least be regulated ?

I like this idea BUT, because of his weapons of choice and his advantage of where he was there might have been a slight difference
people carrying would be Handguns and their range wouldn't match what he had.

Here's a great idea... what would happen if 10% of the people down at the concert were gun carrying citizens and they all took cover and started shooting back??
1.. the guy gets killed most likely, with 50-60 rounds coming back at him... only 10 people die.

2. A few more windows are shot out at the hotel... No one dies... only 10 people die on the ground..

3. A few more windows get shot out... slim chance someone gets nicked by the ground fire... only 10 people die..

I would think a well trained sniper would have a hard time taking that guy out from that vantage point. Everyone shooting at him would be ridiculous. I'm very pro gun, but also think not allowing drunk people to carry guns at a concert is a good idea.
