Barring a cite, I'll say that's bull.

Sportsbooks operating offshore are not within the legal jurisdiction of the U.S. federal government, so even if such language were in fact included, it would be utterly unenforceable.

this bill will allow $ to flow offshore. that is the big benefit to all of us. the bill would require licenses for offshores accepting wagers from the US, they would be paying the high fees . since sportsbetting is not legal no licenses could be purchased, only poker and horses.

No. It would require licenses for domestic-based operators only. The U.S. cannot demand licenses from operators outside their jurisdiction. Such demands would be unenforceable.
