San Francisco has long had a liberal policy toward the homeless but it has become out of control. Now the city is littered with needles and shit. It was a beautiful city once. This has gotten to the point where the convention business has suffered. Now the Warriors are moving into San Francisco. New York can be bad but you never see piles of shit on 8th avenue. Until the state of California and city change the laws and step up enforcement everything will remain the same. When tourists stop coming and the restaurants are empty in the evenings they will realize what a mistake they have made.
California should be an example to all of you

My sister & her family were in San Fran a year ago, she said she saw a lot of homeless everywhere & its a dirty place she stated.

I don't think that has anything to do with it. Way more to do with the year round nice weather and local laws that cater to their lifestyle.
There are plenty of "successful" cities around the US that do not face the same issues that SF does. Success of a city has almost nothing to do with it.

Here's a couple of truths about social programs.
1) LBJ's Great Society (a/k/a The War on Poverty) as put poverty on steroids. We destroyed the fabric of the inner city family, we encourage teenage pregnancies, we encourage out of wedlock babies, hence we encourage single parent households. All of this creates dysfunctional families and despair. We've created cycles of poverty that are passed on from one generation to the next. There is no easy street, we have to stop selling it.
2) My state of Connecticut is one of the highest income and wealthiest states in the country. Our politics are as liberal as it gets, yet we have the greatest disparity between wealth and poverty in the country. Democrats and liberals continue to argue we're not doing enough. The truth is we're doing so much that it both attracts and encourages people to live in poverty. The more comfortable you make the welfare lifestyle, the people that will choose welfare as a career. It's not really rocket science either, it's human nature.
I'm not a libertarian, I believe in safety nets, but I'm opposed to government programs that entrap people into a lifetime of poverty.
Democratic and liberal and urban and African American leaders all recognize the same problems I do, they just place the blame for those problems on the wrong people. They should be looking in the mirror, and they should stop taking the simple route of blaming all us white selfish racist Americans. We're not the problem, an unsuccessful and unsustainable system is the problem.
It's really time to try something new
