I may not know what's in those PEADs (nobody does) but I DO know what's in the executive orders since they're public record.
I forget the exact the number off the top of my head, but "Biden" reversed hundreds of Trump EOs as soon as he came into office. There's no possible logical explanation for "Biden" to renew this particular one - indeed note "Biden" even mentions the fact it has no basis (LOL) - as well as other related executive orders...like Gitmo, which he campaigned to close.
