If wage controls were negatively impacting the labor market then you have to look at it but I don't think a minimum wage at 50-60% of the $15 number is too problematic. It's when the measures get drastic that you run into problems.

Businesses, especially international corporations, have a business plan and wages are undoubtedly a significant part of that equation. When politicians randomly and sometimes recklessly manipulate a big part of that plan, adjustments have to be made to make the numbers work.
People lose jobs, while others work fewer hours because they can't make too much money.
While the biggest winner of them all are labor unions, who's rank and file tend to benefit the most with automatic pay increases every-time politicians try to run other peoples' businesses, when they can't even balance their personal checking account.
