WE all know if a book has one(1) slow pay there is a SERIOUS cash management problem/or unprofessionaly managed payout system.

OK Maybe in the land of make believe there is a magical governing body that forces books to open up their financials to watchdog sites for review to verify the number of players, money on hand, money on reserve etc. but since this isn't the land of make believe I think your SOL Story.
It's a business...some people run their businesses honestly and some don't. There are too many different countries with different rules (most are corrupt as it is) on how online gaming is policed so it is next to impossible to expect anyone to be able to be totally accurate when it comes to being an offshore watchdog. That being said I think the work they ALL do is pretty damn helpful to casual players that don't know any better. Heck they even try to help out players that get screwed on their own time and their own dollar and give people a forum to at least ask the questions that almost any book will not answer 100 percent honestly. Plus you can get opinions of other players and not just buddy buddy industry guys that may have a bonus coming their way by being a shill.
12 months is probably a bit extreme for most books if they encounter ONE slow pay and are able to get through it unscathed. I think if the books want to get trusted they need to be open and willing to independent audits by accounting firms working in tandem with the watchdogs. Considering most books won't open their financials and most countries gaming commissions border on being a corrupt joke we are back to square one (the watchdog sites doing what they can).
I don't see a problem with it. IMO some information and help is better than NO information and NO help. Imagine how many more people would be taken for a ride and have NO recourse to be bailed out of a bad operation if watchdogs like here (and others) weren't around. It would be much worse than just PanAm right now.
