Zapatero had already commited to removing troops by the June 30 deadline if the UN didn't take over. There is yet to be a final decision on how big the UN's role will be, although talk is that Brahimi (of the INC) will be heading up a new pseudo-gov't with the UN at the handover deadline (Iraqis don't care much for Brahimi, btw.) Zapatero, in my opinion, should have waited until official word, expected within the next two weeks. I think this decision was a little knee-jerk and more political than humane, as he's having us believe. I think this is going to prove to be a bad move, if only because it paints him as someone whose word can't be relied upon -- he may not care what the US thinks right now, but he has to consider his role in the EU as well. I support his decision wholeheartedly, but think he would have been better served to wait the two weeks before he announced it.
