Why don't you name the offshore book? This forum could be the best way to apply pressure on the books. Once an offshore is named on here as a bad payer, it will have a real negative effect on their business. I would even use the threat of doing that against them in an effort to get your money.
I know its good to have a lot of outlets, but what good is it if you can't get your money? The safest bet is to stick to the top 3 rated books and not worry about better lines with lower rated books.
