Does anyone really think these "leaders" such as Saddam or Mr. Kim in North Korea would really use these weapons? They are simply leverage because the one thing they hate is not having power. If any leader used a nuclear weapon he wouldn't be in power for very long after it, rest assured of that no matter who is the President. The "leader" may not even be alive long enough to be thrown out of power. That goes for just about any leader just about anywhere in the world and I would say even the US had to be included. Just think of our situation, we have thousands of potential weapons, just how many of them do you suppose have a chance in hell of being used? Weapons are used as a powerful negotiating tool and nothing else. What could North Korea accomplish with an attack other than an instant and devastating retaliation followed by invasion? They literally would get their 15 minutes of glory and then it would all come crashing down on them.

Bill, any leader that cares to remain alive wouldn't use the nukes. There is nothing to stop them from selling/bartering the nukes to a Bin Laden-type terrorist however.

all good points - but Id venture to say that saddam has done some pretty irrational things in the past including when he tried to lob missles over to israel...

I think that had he been left alone for a few years and actually accumulated an arsenal of nukes or whatever kinds of big ass weapons, he would be the one that would pull the trigger on them - and had he had possession of nukes I dont see why if under similar circumstances after his invasion of kuwait when he tried to lob missiles at israel, he wouldnt have used the nukes or whatever instead
