The exchange functions much like a normal sportsbook except players have the ability to see how much money the book will take at the current odds before the line is moved. I've been with Mansion for over a week now, and I've only used the exchange so I guess I don't know what I'm missing on the sportsbook side.

So in your example it's actually 1013.80 to win 1366.20 = +134.76. So the extra juice there is actually over 3 cents. The way it works out, the fees are more onerous when betting on the dog.
Example:
(-150) 1500 to win 1000 becomes 1510 to win 990 = -152.52. Extra juice of 2.52 cents.
So I guess the extra juice is actually more like between 2.5 and 3.5 cents.
Or am I doing this wrong?
