My guess on this would be, since they are leaving the US market, they want to grade those bets that have less then a 1 percent chance of winning as a loser, so they don't have to refund the wagers instead.
I would submit a complaint to SBR. As for gambling purposes they really don't have a leg to stand on. Would be similar to grading a basketball wager as a loss because a team entering the 4th quarter is down 40. The event still hasn't been completed.
