Are you retarded? Bars have licenses, that are issued at will by the government. The government isn't mandating that citizens wear masks, the government is mandating that those bars, that operate only if the government says they can, with licensing, require masks on their customers. It's a pretty easy distinction, not sure why you're humiliating yourself and struggling to understand it.

See below.

You really think that the government should have the legal right to mandate someone wear a face covering on public property like a side walk? And again, a city bus or train is different than a side walk. A person can be banned from riding the CTA in Chicago... they can't be banned from walking on public sidewalks. Yikes.

Why not? If it's justified. A sidewalk can be more congested & dangerous re C-19 than a bus or train.

Apparently citizens already have been mandated to wear a mask on sidewalks under certain conditions. For example:

"Several states that initially required people to wear masks indoors recently expanded their rules to include any outdoor public area where physical distancing isn't possible. New Jersey, for example..."

"...
On April 17, Gov. David Ige issued an executive order requiring people to wear face coverings while in (or waiting outside of) essential businesses."

Governments have also forbidden people to go to public beaches, public parks, including the sidewalks there, etc, period, mask or no mask.
