If Neteller files for bankruptcy protection, any suits filed afterward will be mute. If suits are filed before, there is hope of getting cash back. Is it time to sue?

That's not how bankruptcy works in the US. Timing makes no difference unless you are somehow able to file a lawsuit, get a judgment, and collect on the judgment before the date that is 90 before the bankruptcy filing. That could take a couple of years, so it's unlikely that suing Neteller would help you. It would just help lawyers like me.

Bankruptcy wouldn't matter for another reason -- your money isn't Neteller's property now, and it wouldn't be property of Neteller's estate if it filed for bankruptcy protection in the US. It's held in trust for you. Of course, Neteller's insolvency proceedings (if any) might be conducted in a foreign country.

Really, the best lawsuit may be one against the Feds for violating the Contract Clause of the US Constitution. And, yes, I am interested in handling the case.

Of course, Neteller's insolvency proceedings (if any) might be conducted in a foreign country.

Perhaps the country of the exchange on which it is listed.
