Hassan Rouhani, speaks of moderation, but its military, led by the high command of the Revolutionary Guards, continues with its saber-rattling.

While Rouhani spoke of harmony and understanding, the head of Iran’s navy was singing a different tune - touting plans to build a fleet of speedboats that will bolster the Islamic Republic’s maritime force.

"Based on the fifth five-year (development) plan, we should materialize our objective of mass-producing military speedboats with the speed of 80 knots per hour,” Navy Rear Admiral Ali Fadavi told an assembled crowd in Tehran. “This is a formidable speed in the world's navies."

"Therefore, we should try to mass-produce speedboats that can traverse at the speed of 80 knots (per hour) and are equipped with missiles with a range of 100km; the vessels no one can catch," he added.

A Nuclear Deal Isn’t Going to “Empower” Iran

One of the latest talking points from Iran hawks against any deal with Iran is that sanctions relief will enable the regime to use its new revenues to increase support for its proxies and allies. Like other hawkish objections to a deal, this is mistaken [SUP][1][/SUP]:
But with the budget strained by last year’s heavy fall in oil prices, and public expectations of improved socio-economic conditions in the event of a deal, the authorities will face pressure to invest new funds at home.
“The idea that Iran is going to have its pockets full of cash that it can use for discretionary purposes, I think is exaggerated,” Charles Hollis, managing director for the Middle East at FTI Consulting, said.
The hawks’ claim [SUP][2][/SUP] that a deal will “empower” Iran is as overstated [SUP][3][/SUP] as their other warnings [SUP][4][/SUP] about growing Iranian influence. For the most part, this objection is just an attempt by Iran hawks to change the subject from the nuclear issue, where they have already lost the argument, to fear-mongering about Iran’s regional policies. Nonetheless, it’s important to understand that the Iran hawks are most likely as wrong about this as they have been on everything else involving Iran for the last decade.
But even if the Iran hawks were correct that a post-deal Iran would use most of its new resources to increase support for its proxies and allies, that would be a necessary and acceptable trade-off as part of an agreement to restrict and monitor Iran’s nuclear program. Furthermore, if Iranian influence really were expanding as much as they (wrongly) claim, that would make it that much more important to impose restrictions on Iran’s nuclear program. Iran hawks used to insist [SUP][5][/SUP] that limiting Iran’s nuclear program ought to be the main priority, and now that there is a realistic chance of doing so they have changed their priorities and insist that checking Iran’s regional influence is more important. When they aren’t setting impossible goals for U.S. diplomacy, Iran hawks want to switch to an entirely different debate to obscure the reality that they have already lost the debate over the negotiations.
The other major flaw in the hawks’ objection to sanctions relief is that international support for sanctions is very likely to decrease whether a deal is reached or not. Many states that have been cooperative in limiting their dealings with Iran until now will see little reason to continue applying pressure indefinitely, and they will have strong incentives to resume normal business. Whatever Iran’s government decides to do with the new revenues it gets from sanctions relief, it will soon enough be doing it with or without a nuclear deal. As far as the U.S. and its genuine allies are concerned, it would be much better to get an agreement that limits the nuclear program before international support for sanctions disappears.

The State Department took to the Twitter-verse and doubled down Wednesday on their objections to aNew York Times report that Iran's increased nuclear fuel stockpile presented a major obstacle to reaching a June 30th deadline on nuclear negotiations with that country.
The article cited a report released Friday by the International Atomic Energy Agency, the United Nations organization charged with monitoring nuclear treaty compliance. The New York Times interpreted the report as showing that Tehran has increased its stockpile of nuclear fuel by 20% over the last 18 months.
State Department spokeswoman Marie Harf vociferously disagreed with that take and has insisted that western officials fully expected Iran's stockpile to fluctuate calling it "routine, "absolutely normal" and "allowable," for them to do so.
The reporter, David Sanger, took to Twitter to defend his work.

Iran is continuing to develop missiles capable of delivering nuclear weapons despite an interim agreement on its nuclear programs, according to a Pentagon report.
“Although Iran has paused progress in some areas of its nuclear program and fulfilled its obligations under the Joint Plan of Action (JPOA), it continues to develop technological capabilities that also could be applicable to nuclear weapons, including ballistic missile development,” a one-page unclassified summary of the report says.

Remember those secret side deals that Obama refused to let Congress see?

Well here’s why:

THE AP – A document obtained by The Associated Press shows that key restrictions on Iran’s nuclear program will ease in slightly more than a decade, halving the time Tehran would need to build a bomb.

The document is the only secret text linked to last year’s agreement between Iran and six foreign powers. It says that after a period between 11 to 13 years, Iran can replace its 5,060 inefficient centrifuges with up to 3,500 advanced machines.

Since those are five times as efficient, the time Iran would need to make a weapon would drop from a year to six months.


Two diplomats providing the information Monday demanded anonymity because they weren’t authorized to do so.


Well isn’t that dandy. It’s a wonder Iran doesn’t have nukes already

A U.S. Navy patrol boat was forced to fire three warning shots at Iranian vessels less than 24 hours after another US missile carrier was 'harassed' in an 'unsafe manor'.
The USS Squall fired shots at approaching Iranian vessels on Wednesday, barely a day after the USS Nitze was forced to change course and fired flares after Iranian patrol boats came within 300 yards at speed.
The incident involving the USS Squall was just one of three separate confrontations involving American and Iranian ships in a single day, Pentagon press secretary Peter Cook said.

News of the altercations emerged as Iran said it will continue to warn and confront any vessels that stray into its waters.
General Hosein Dehghan told the semi-official Tasnim news agency that 'if any foreign vessel enters our waters, we warn them, and if it’s an invasion, we confront.'
He added that Iranian boats patrol to monitor traffic and foreign vessels.
The USS Nitze was passing through international waters in the Strait of Hormuz, a narrow and strategic waterway between Iran and the United Arab Emirates, when it was confronted on Tuesday.
Four of Iran's Islamic Revolutionary Guard Corps (IRGC) vessels 'harassed' the Nitze, a U.S. defense official said.
The official, speaking on the condition of anonymity, said on Wednesday that two of the Iranian vessels came within 300 yards of the USS Nitze in an incident that was 'unsafe and unprofessional.'

The vessels harassed the destroyer by 'conducting a high speed intercept and closing within a short distance of Nitze, despite repeated warnings,' the official said.
IRGC, the Islamic Republic's praetorian guard, is suspicious of U.S. military activity near Iran's borders and appears to be sticking to a familiar posture in the Gulf that predates last year's nuclear accord between Iran and six world powers, including the United States.
The United States and other countries are concerned about Iran's support for Syrian President Bashar al-Assad, its ballistic missile program, and its backing for Shiite militias that have abused civilians in Iraq.

The U.S. defense official said that in Tuesday's incident, the USS Nitze tried to communicate with the Iranian vessels 12 times, but received no response.
It also fired 10 flares in the direction of two of the Iranian vessels.
'The Iranian high rate of closure... created a dangerous, harassing situation that could have led to further escalation, including additional defensive measures by Nitze,' the official said.
USS Nitze had to change course in order to distance itself from the Iranian vessels, the official said, adding that the incident could have led to a diplomatic protest, but the United States does not have diplomatic relations with Iran.
It remains to be seen whether these actions were carried out by rogue Revolutionary Guard commanders or sanctioned by senior officials in Tehran, said Karim Sadjadpour, an Iran expert at the Carnegie Endowment for International Peace.
'For four decades the Revolutionary Guard have been told that America is the greatest threat to the Islamic Revolution,' said Sadjadpour.
'This institutional culture hasn't changed after the nuclear deal,' he added.

This was not the first maritime scare between the United States and Iran.
In January, 10 U.S. sailors aboard two patrol craft were detained by the IRGC when they inadvertently entered Iranian territorial waters.
They were released the next day after being held for about 15 hours.
The Gulf separates Iran from its regional rival Saudi Arabia and a U.S. naval base in Bahrain.

Dear Jake,

I have sent several detailed notes on the Iran nuclear deal, and will avoid repetition. But with the June 30 deadline fast approaching (although it may be extended), and with Hillary certain to be pressed on whether she supports the deal and will urge Congress not to disapprove it, I wanted to share a few thoughts.

1. This could well be a voting issue for many moderates in the Jewish community. The mainstream organized leadership will almost certainly oppose the deal, along with Israel and all the Republican candidates, Saudi Arabia and the Gulf States, and perhaps Egypt.


2. While we cannot be sure until there is a final agreement, it appears that many of the open issues since the preliminary accord, may be resolved in Iran's favor:


(1) Enriched uranium will stay in Iran for dilution, rather than be sent to Russia or France for reprocessing.


(2) Sanctions will not be phased-out commensurate with compliance, as the US Fact Sheet indicated after the last "agreement", but may come off more quickly. This will transfer billions to Iran andenhance its funding for terrorism and its efforts to gain hegemony in the region.


(3) It is not clear what Iran will be required to do on PMD, if anything. This was required of Iraq by the UNSC in September 2002. Iran should be held to the same standard. They have yet to answer 11 of the 12 IAEA questions, yet UN sanctions will be lifted.


(4) Russia, China and Iran itself may be able to block "snapback" sanctions if there is a violation of the agreement. US companies will be disadvantaged compared to European companies, since many US non-nuclear sanctions will remain, while all EU sanctions are nuclear-related.


(5) Military sites (Parchin) are likely to be off the table for inspections.


(6) Iran will likely be able to do research on advanced centrifuges, which enrich more uranium more rapidly than the current generation.
