You CANNOT run random honest print jobs and have just the Republican areas get delivery of all the batches that were poorly printed.

THAT REQUIRES COORDINATION.

Press operators AND delivery people at a minimum acting on orders or ignoring when their supervisor stepped in to make adjustments.
