Pence does not have “ultimate authority” and can not “do what he wants”. The president of the senate simply presides over the process.
At1 p.m. lawmakers from the House and Senate will assemble in the House chamber, with Vice President Pence presiding in his role as president of the Senate. He will then begin to open the sealed certificates submitted by each state and hand them to tellers appointed from among the House and Senate members to read.
If there is an objection from a member of the house or senate, and backed by a member from the other chamber, the counting is halted. The house and senate then debate the objection for no more than two hours, and vote as to accept or reject the motion. It takes a majority from both to discard the electors.
You won’t get the votes needed in the senate, let alone the house.
