It's not a matter of what's offensive, it's a matter of Government property. Government property should only fly the american flag, state flag ect. not rogue flags. Whether it offends or not doesn't matter.

Well it was against the law here, the mayor has already taken it down, put the US flag back up and issued an apology.

OK, Don't know about local laws. But if, for Instance, the Yankees win the World Series, I would see nothing wrong with City Hall putting up a Yankee Flag for a day. Same in any city. That's the type of thing I'm talking about. If a City is celebrating Puerto Rico Day, or Israel day, see nothing wrong with putting up that Flag for a day.
