First of all, you're not isolating millennials, they're not buying in no matter what the government does. So right there, your plan is already an epic fail.
It's easier to isolate 20% of the population than 100%. Local communities can organize and assist delivering food, supplies etc. to those who self-quarantine. For people living with someone in this high-risk group, it's obviously more complicated, and one of the big reasons Italy has been hit so hard, but still definitely doable.
That is certainly better than the current status-quo.
South Korea managed to survive this outbreak without shutting down their economy, so can we.

I totally agree that we need to learn from South Korea by improving and expanding our testing program and get it done quickly. In the meantime, the more people that heed to the warnings, the better off we all will be.
