I've been to many third world countries and that's why I understand you send supplies not cash. The warlords will pocket most of the cash and hand out most of the supplies.

you send cash to the red cross, world vision, etc. they buy the food, blankets and medicine. you can't send the goods...you have to give money to a reputable organization and they buy the goods and fly them into the country. nobody is advocating making checks out the the county of sri lanka.

I gave to hearttoheart.org; their office is about a block from my house and I'm an aquaintence with the founder of the organization....it's a pretty solid foundation.
