In race betting? Where?

Not in North America.

I’d love to know what tracks allow you to bet after the race has started. Within the first few laps lol, I don’t know of any horse races in the US that are more than a lap and a half. The Belmont stakes is a mile and a half and it’s one lap. That’s a very long race in horse racing for those who don’t know. Sorry, but whoever wrote the article is an idiot.
Maybe it's a Hong Kong thing.

LOL. Yea the reason no one has done it Einstein is because it's not allowed in the States. But I'm sure the international horse betters are grateful for your two cents.
You have to remember that MagaQueen lives in the bizzaro world. He still thinks we didn’t land on the moon and that Sandy Hook didn’t really happen. He isn’t a normal person, hence the weird betting techniques. Just let him babble.

Years ago I was able to get a 5 or 6 second advantage at the start of Standardbred races at Woodbine.

You could place your bet, hit the cancel button just as the race started, and cancel or not asthe race began.This was a huge advantage if you were looking to bet front runners.
Of course they eventually caught on.

So the horses are coming around the stretch and you can go back to the betting window and place another bet while in progress?
And you been doing this for 30 years?

Bullshit. I don’t believe for a second that you ever legally placed bets at any track after a race went off. I guarantee you don’t do it now.
Past posting. Back before computers. You could cheat for about two seconds if you got the teller to work with you.
