This is far more complicated, as the OP stated. There is no Country or Countries we can bomb and get rid of ISIS and Al Queda and all their offshoots.
You are correct when you state that the Arab countries should fight the battle on the ground but empty promises leave these countries unwilling to go it alone. They cannot count on the US after the Syria, Libya and Iraq debacles. Until we have leadership that will step up and truly support these countries, you will see the Middle East collapse further into the hands of terrorists hell bent on the destruction of the civilized world.

Willie99 has the solution. That is it. These savages only understand brute force and you have to kick the shit out of them so badly that you eliminate the threat of them doing anything. if France (or others) knew who these extremists were prior to Friday night, I'm sure they would've done their best to catch them. But the reality is that these were likely just normal-looking guys walking around. They didn't tell their neighbors they were with ISIS. They didn't hang an ISIS flag out their windows.
I don't understand the "just bomb them" strategy without any other insight. That works if you're fighting North Korea. I don't see how it works with ISIS.

You have 2,000 people on a terrorist watch list in France. The first thing you do is send them back to the country of the origin. Second your close your borders to people from the Middle East. Third you dismantle all the mosques in France. This is the breeding place for all radicalism. Then you put a collation of troops on the ground. Just bombing will not get the job done. This is door to door, house to house fight. Enough boots on the ground from a collation of countries will do it.
Only thing you can do is make the death of these people as cruel and unusual as possible when you catch them.
