KENNER, La. -* Two women were arrested by Kenner Police in connection with allegedly performing sexual massages for money at a massage parlor on Williams Boulevard.

Police conducted a sting operation at the Chinese Health Spa in the 2400 block of Williams Boulevard, after authorities received complaints that employees were giving sexual massages in exchange for money, according to Kenner Police spokesman Lt. Wayne McInnis.

“An undercover Kenner Police Detective was solicited by an employee to perform a sexual massage in exchange for a fee,” said a statement from McInnis, leading to the arrest of Shuqin Wana, 51, for prostitution by massage and Xia Wang, 38, for keeping a disorderly place.

Late-night masseuses aren't rubbed wrong way by state bill

Reaction to Florida lawmakers' effort to limit massage parlor operating hours

Asked about a new bill that would ban massage establishments from operating between 10 p.m. and 6 a.m., several South Florida massage therapists and business owners said it's not a bad idea.
"That doesn't bother me," said Lisa Wong, owner of the East Village Spa on State Road 7 in Davie. Wong, whose spa closes at 10 p.m., said her business relies on night traffic from the nearby Seminole Hard Rock Hotel and Casino.
A Florida House of Representatives subcommittee Wednesday unanimously voted to support the legislative effort to crack down on human trafficking and sexual exploitation in massage parlors.
The bill, sponsored by Rep. Dave Kerner, D-Lake Worth, also would make it illegal for massage establishments to allow anybody to live on the premises.
If passed into law, the proposed legislation would take effect Oct. 1.
Despite the optimism expressed by lawmakers after Wednesday's vote, not everybody was totally excited about the proposed changes.
When the subcommittee met in Tallahassee on Wednesday, a member of the Florida State Massage Therapy Association questioned the hours restriction. He said there are legitimate late-night clients including airline pilots and theatrical performers.
"Personally, as a licensed professional, it's hard to accept that I'm being limited on the hours I'm allowed to work," Alex Spassoff told the subcommittee.
Spassoff, based in Tampa and licensed since 1976, said the hours of operation restriction should be between midnight and 5 a.m., not 10 p.m. and 6 a.m.
The legislative effort comes amid increasing awareness of potential human trafficking in disreputable massage parlors. Police and federal agents fear that victims are being forced to live on the premises while working long hours and performing sex acts on clients.
Across the country, law enforcement has been witnessing that that exact scenario play out. A Department of Justice spokesperson cited recent federal prosecutions involving brothels posing as massage parlors in several states including Alabama, California, New York, Montana, Missouri and Illinois since 2003.
There have also been several prostitution-related arrests at local massage parlors in recent years. Last April, the owner of an unlicensed Hollywood massage parlor was charged with running a house of prostitution. Two employees were also charged with fraudulently representing themselves as licensed massage therapists.
More recently, law enforcement officials in South Florida have been reluctant to go into detail about the late-night massage parlor industry because of ongoing investigations. But they are suspicious of certain practices.
"If you're going for a massage after 10 p.m., you might work (a late) shift, it may be legit, but it does lend itself to people wondering if it's actually credible," said Adriane P. Reesey, community specialist with the Broward Sheriff's Office and chair of the Broward Human Trafficking Coalition.
Reesey said she has noticed a new trend among the late-night massage establishments in Broward County. Many of the businesses seem to be dropping the cliche blacked-out front windows for colorful, lit-up murals depicting massage scenes.
"They're drawing more attention, which is interesting to me," Reesey said.
Kerner, a former Alachua police officer, said it would seem evident that late-night massage establishments are a "hotbed" of illicit sexual activity.
"I think what law enforcement has communicated to us is that a lot of these illicit business tend to attract customers or should we say, johns, during the late-night hours," Kerner said.
As well, public officials and law enforcement keep tabs on websites such as Craigslist and backpage.com, where massage establishments post sexually suggestive advertisements.
"Prostate relaxation available also," reads one ad for a Sunrise-based 'spa,' posted to the Fort Lauderdale 'body rubs' section of backpage.com. Another selling point in the same ad is "Sexy girls!!!"
Wong said that despite perceptions, massage parlors like hers are not engaging in sexual activity.
"Most people are good people," Wong said, referring to her fellow masseuses who work seemingly unconventional hours. "They want to make a living. It's a job."
Linda Sullivan, executive director of the Miami-based Building Empowerment by Stopping Trafficking organization, said any attempt to thwart the demand for sex trafficking in massage parlors is a good thing.
But Sullivan said more attention needs to be paid to resources that address the needs of human trafficking victims.
"I do think we need to focus on long-term housing for (victims)," Sullivan said.

The NTTTF teams, including special agents from Homeland Security Investigations (HSI) and officers from Dallas Police Department (DPD), executed the search warrants at businesses located in the 11300 block of Emerald St. and the 2100 block of North Northwest Highway.
While executing the search warrants March 5, HSI special agents encountered and administratively arrested for immigration violations 21 foreign national women who worked at the massage parlors; 18 were from Thailand and three were from South Korea. One woman was also criminally arrested for possessing methamphetamine.
The Dallas County District Attorney's Office will consider any future criminal prosecutions related to the illegal commercial sex-oriented businesses.
Upon executing the search warrants, the 10 teams of officers and special agents entered all 10 establishments simultaneously at noon March 5. Search warrants were also executed at the Irving, Texas, residence of a business owner, two safe deposit boxes, and three bank accounts. Overall, HSI special agents seized about $640,000 in cash, and computers, cell phones and miscellaneous documents.
"HSI, DPD and our other NTTTF partners conduct these operations against the illegal sex industry to locate and rescue victims of human trafficking, and bring to justice those responsible," said David M. Marwell, special agent in charge of HSI Dallas. "However, the best way of attacking human trafficking is by increasing public awareness of this crime."
The following NTTTF member agencies also participated in this investigation, and the March 5 operation: Dallas County District Attorney's office, U.S. Customs and Border Protection (CBP), U.S. Customs and Border Protection's (CBP) Border Patrol, Texas Attorney General's Office, and the Texas Department of Public Safety (DPS).
During the course of this operation and investigation, special agents and officers are also closely checking for signs related to sex trafficking where primarily women are forced into the illegal sex industry against their will.
Numerous prostitution cases have been made by Dallas Police Department Vice Officers during the course of this investigation. HSI Dallas has determined that the businesses operate solely for the purpose of prostitution and have no other legitimate reason for operating.
The investigation so far revealed a revolving door of owners and female workers in each of the 10 establishments. The massage parlors are owned and operated by several different individuals. The employees are often rotated throughout the United States to work in other massage parlors and prostitution establishments. The establishment owners were often off-site and normally only visited the locations to pick up the proceeds to make bank deposits.
While executing the search warrants, translators were available on site to interview these foreign-national women who were encountered. Those arrested administratively for immigration violations will be processed and given a notice to appear before a federal immigration judge who will rule on their cases.
The HSI-led NTTTF is comprised of 17 Dallas-Fort Worth Metroplex law enforcement agencies designed to bring together the expertise, training, experience and law enforcement authorities of the partnered agencies to help identify human traffickers, and prosecute them while also rescuing and aiding their victims.

A woman was arrested on a charge of prostitution in Greenwood this week after turning an hourlong massage into something more, according to the Greenwood Police Department.
Greenwood Assistant Chief Matt Fillenwarth noticed that Golden Spa, 191 U.S. 31, was open without filing any massage permits with the city. The city requires massage parlors to seek a permit from the chief of police.
In order to fine the establishment, officers with the Greenwood Police Department decided to set up an appointment, get a massage, then fine them for operating without the necessary permits to be open, Fillenwarth said.
Instead, the masseuse — Zhi Huang, 44, who was living at the business — gave an undercover officer a massage and then grabbed and rubbed his genitals, police said.
Huang was arrested on a charge of prostitution, and she stayed in Johnson County jail for less than a day. She paid $250 to be released from jail Wednesday afternoon.
Huang and the manager had been living in a back room of the massage parlor, Fillenwarth said. Huang had arrived in Indiana during the past two weeks, after answering an advertisement found in New York to come to the Indianapolis area.
The massage parlor had brand new tables and the storefront looked professional, Fillenwarth said. The parlor was inspected by the Johnson County Health Department and had a permit to operate a business, but Golden Spa also should have had a permit for each masseuse and a massage establishment permit.
The Golden Spa closely resembles other massage parlors that have opened shop in Greenwood within the past few years, Fillenwarth said. The stores appear to be professional, but do not have proper licenses and permits to operate, he said.
Last year, the Greenwood Police Department had to fine another massage parlor on Emerson Avenue for not having the correct permits on file with the city, he said. In the Emerson Avenue spa, a woman had answered an advertisement from Los Angeles to move to Indianapolis, Fillenwarth said.
“We’ve seen this sort of thing before,” Fillenwarth said.
Golden Spa can reopen once it has the proper permits filed, but Fillenwarth said he doesn’t think their permits will be approved. If the storefront opens again without filing permits, then city officials can fine them again and force them to close, Fillenwarth said.
