I don't understand how casinos are allowed to stay open in New York, Pennsylvania, Connecticut, and New Jersey. How are they getting around the law when many of them have well over 1000 people in them at any given time.

THEY PROBABLY ARE IGNORING THE DIRECTION!!!
Although
Think the idea is to limit 1000 people gather in very close proximity I.E Sporting events large conferences and meetings
so maybe they feel exempt
Have they closed malls ? Large department stores ? business plants ?

To be safe -its about space and common sense hygiene................Right

Are they on reservations?

No, every casino in Atlantic city is open. The Rivers Casino in Des Plaines near O'Hare is open despite the Governor limiting crowds. The Mirage in Las Vegas had a confirmed case and no one made them close. This is selective enforcement where the Mayor of New York shuts down Broadway and the museums meanwhile Empire City at Yonkers and Resorts World at Aqueduct are open. They did close down Yonkers raceway because a Standardbred former trainer turned track official died of the virus.

States where the Dems are in control they have their own set of rules that only apply to everyone else. Like all MobDsters.

The casino/horse-dog simulcasts, The Brook, in New Hampshire is still open. Sure hope that doesn't change.

New Hampshire is the "live free or die" state with a conservative governor.

The casino floors are not closing. I was in a casino today. No one wiping down the slot machines. I played BJ and asked if they considered not dealing the cards so the players could touch them. She shrugged as I don't think she understood English.
Already showing the big St Patrick's Day parties on the news. The poker rooms maybe closing only because they are a loser for the casino and closing them means they lose about 20 customers a day. Still alot of guys in the sportsbook betting on horses. Locals will be getting some great e-mail deals as between sports and canceled conventions, the town will be dead.

I guess they could try to keep the table games open for a bit, we'll see. Agree they probably wanted the first chance they could get to shutdown the poker rooms as they don't do much for them.

St Pats seems like it'll be smaller crowds.
