For the preceding week, September 21-27, 2008, the partisan weighting targets were 39.0% Democratic, 33.5% Republican, and 27.5% unaffiliated."
CAP, those numbers might appear skewed, but they accurately represent the political party breakdown of the voting public at large.
If a poll targeted and equal number of Repubs and Dems it would not be in balance with the actual voting population.
