This shit happens everywhere. The net and the communications age we live in just makes it more obvious. What do you think people in China think about Hong Kong and vice versa? Same thing with the US and Mexico. The poorer country looks on with jealousy while the richer country looks at the other with a bit (or a lot) of contempt.
Amazing thing is you always choose someone higher in this equation. I go to Mexico quite often and talk to people there. All they ever do is talk about how bad things are, how this doesn't work or that area is filled with crime. Basically they lament how they are not like the US. I try to turn it around and say why not celebrate what is right? They get pissed off about that. I point out how people are proud and relatively rich in Costa Rica compared to their neighbors, yet CR is clearly not as well off as a country as Mexico is. Mexicans don't want to hear anything about it, all they do is compare what should be, which in their minds are cities that are a mix of San Antonio and Miami.
You just can never get away from this and that is sad. We should all pay more attention to what is right in our homelands and not what is wrong. This goes for those at the top of the food chain as well, don't look at your neighbors as nothing but a bunch of improverished peons who only wish they could have your life. Appreciate them for what they have and what they aspire to be, while being thankful and proud your land has already taken those steps before.

"yet CR is clearly not as well off as a country as Mexico is", I'll have to disagree with this, even though Mexico is a bigger country in therms of economic and money ( just with the fact that they produce oil, wich would give CR way too much resources to develop it self in many fields) stadistics clearly show they have higher numbers in poverty, crime, N.R contamination, etc.
The key here is that the few income resourses the state obtains are well invested within the country in all the fields, instead of spending them in a big military budget such as most of the latin american countries does.
