Would gambling expansion jump start tourism?

Big-time casino operators have long cast lust-filled eyes on Florida’s $61 billion tourism industry, eager to expand into a state with 82.6 million visitors in 2010. The casino companies are not letting the state’s fiscal crisis go to waste, offering the idea of “destination casinos” as one way to help plug Florida’s $3.6 billion budget gap. (more info here)
Gambling representatives made their first pitch to the Senate last month in advance of the upcoming legislative session. This week the debate comes to the Florida House where lawmakers on the Business and Consumer Affairs Subcommittee will hold a three-hour hearing on gambling Tuesday.
Florida’s conservative Legislature has long resisted a major expansion of gambling in the Sunshine State, limiting current operations largely to Seminole Indian properties and race tracks. But the tax revenue, jobs and construction spending new casinos would bring may be tempting in a tough financial year. Gov. Rick Scott recently met with a major casino operator in Las Vegas and some Republican Senators have been receptive to the idea of destination casinos. Draft legislation is in the works in the Senate.
Other lawmakers want to go in the opposite direction. A number of bills would impose greater restrictions on gambling this year. One of the more high-profile efforts is being pushed by Rep. Scott Plakon, R-Longwood, who wants to restrict so-called “sweepstakes cafes,” gambling parlors that have cropped up in strip malls in Southwest Florida and across the state. (more info here).

At Jacks Are Wild in Bradenton, a customer buys phone or Internet time, and gets credits to wager on video games that pay out winnings in cash.

The sweepstakes purveyors use online computer games that mimic slot machines. Plakon says they are exploiting a loophole in state law and ”causing more damage than gambling in all of the rest of the state combined.” Let the debate begin.
