I think they do want want to change America's oil consumption habits. They don't like the way it's all being bought up at paltry prices. OBL even said it himself...
From his "Letter to America", appearing in the Observer on November 24, 2002, he writes:

The easiest way for them to do that is to drive America out of the Middle East, then overthrow the puppet regimes, then set up a hard line trade policy which puts oil prices above $200 a barrel.
America of course doesn't want that and that's why they have a presence there. It's not because they just want to be mean and nasty.
Being conciliatory and understanding won't work. The price of oil can't be less than $40 and over $200 at the same time. Making a compromise at $100 would also be silly if the US can use force to keep it below $40.
