This bill has passed the house 3 or 4 times. It never comes out of committee and has never been voted on by the senate. Between Monica Lewinsky, Bin Laden and Saadam Hussein the Senate has had better things to do. I am sure this bill ends up where its predecessors have, NO WHERE
