Res. 40, effectively ending the Social SecurityAdministration's requirement to enter the names of people who receive mental healthbenefits into the National Instant Criminal Background Check System. This is the database used by the FBI to determine who is able to purchase firearms.
Mental illness is clearly the broad issue. But the fundamental issue and real reason for these mass murders and copycats is because the tool used.
