Watch the replay, in slow motion Levy hits the ball before he makes contact with the defender.

If Levy hits the ball first it should be a fumble, because he would not be down by contact until he actually hits Lacy, but I doubt they overturn.

No you can knock the ball out of a ball carrier's hands and it should be a fumble. You cannot tackle the ball down.
