Well whats bullshit is at the end the news clip states how each Popeye's is individually owned and responsible for their own orders.
This was a nationalized promo they had to honor.
So the cheap ass owners simply run out of stock because of the loss liter and close up shop and go home.
Okay I get that it is "just Popeye's" but who is "to blame" in your opinion?
BadCo noticed that Popeye's-corporate threw the franchisees under the bus ("stores are individually owned and operated and responsible for ordering their own stock")
The frachisees either
1- Wanted no part of this promo
2- Had no clue what was coming
I wonder if Popeye's-corp even did a "test run" in a market to see how it would go and to give people and idea of how this would change their inventories and usages.
It isn't unusual for a "corp" to push something on the franchisees that they know is at best "borderline" business-wise (ex: Burger Kings staying open late, Whopper Jrs for 99 cents) so they play the game with the franchisees' money.
