Bingo. You have a plan and execute it. You detail to posters what is required of them. Not a bunch of rules but what you say to them you mean. They will post to where you set the bar. They will holler and scream at first but will eventually do what is demanded of them if they want to stay. Pretty simple stuff really.
If every time you establish something you run back and change it when someone calls you on it you will never get anywhere. Keeping the forums policed is easy unless too many people here wear badges.
