I'm a little scared now because Dave sent me a picture of his menacing dog Pavlov and said, "I can wait. But I'm not resposible for what he does!"
Well that's enough for me.

First time I saw a story about this issue was 2012. Most reports still use the once per hour statistic but if they check they'll find that by 12/2015 this epidemic has already more than doubled.

Clues that were missed here earlier. If you put them all together I figured someone would get it.
1) Victim is 100% blameless
2) Victim is powerless to prevent
3) I posted, "you're impatience is a clue to the answer" to Dave. The victim is most certainly impatient. And, a patient!
4) A diagnosis
5) Doctor informs other family members and not you....
6) ....because YOU wouldn't understand.
Reconsider above again. Do you have it now? Or at least who the victim is?

Ancillary good news is that such diagnosis are at least 50% or more speculative since the infant cannot speak and describe true inner perceptions. This 'problem' is almost identical in it's description to the similar Scare Stories of the late 80s/early 90s wherein a scary percentage of infants were deemed to be born with symptoms of 'crack cocaine withdrawal' and also quite similar to 'fetal alcohol syndrome'.

In the past two decades the fears projected pertaining to the 'crack withdrawal' condition were able to be more fully evaluated as the infants moved into maturity and virtually all the fears were proven to be unfounded.

In all three examples - cocaine, alcohol and opiods - the followup analysis demonstrated that in fact what was being observed was almost all connected to malnutrition from the carrying mother's self-destructive drug and alcohol use during pregnancy.

Fortunately, malnutrition can be easily addressed, especially with a newborn or young infant who has not seen significant deterioration of their internals due quite simply to the relatively short time they are dependent on the mother's prevailing health and body chemistry.

I would add mention that in those relatively small percentage of pregnancies where the female is actively engaging in self-destructive drug use and unwilling to amend her behavior (especially with the drug alcohol)- early termination is likely best for all concerned. But there is already a recently posted Fun Thread on that topic, so just pretend you didn't read this post

When America dropped the second atomic bomb in Japan the target city was changed because of bad weather.
Due to that change this man survived.
And although he is no longer alive his future work still saves the lives of many Americans every year.
Who is he?
