Can a conservative explain what a conservative is?

In short... fiscal conservatism advocates reduction in government spending. They want a balanced federal budget (no deficit), and a reduction in
the federal debt.


Since Bill Clinton was the only President to come close to accomplishing this since 1980, I guess that he is a fiscal conservative and Regan and both Bushes are liberals.

No doubt GW Bush is not a fiscal conservative, I've stated that
