It's more about the refs having trouble labeling all QBs the same. Sometimes running QBs get looked at as athletes and lumped in with the rest of the players more as far as the rules go where guys like Manning, Brees or Brady don't.

Mike Vick used to get roughed a lot by the definition of the rule, but if you don't hit him, he might pump fake and takeoff for 15-30 yards down the field.

It's an interesting dilemma because you have guys playing the position who are completely different players.

Cam's not really a running qb. Last season he only ran on about 6% of his dropbacks. That's pretty in line with other seasons for him and about the same as Aaron Rodgers. The threat is greater with him but he doesn't have a run first mentality.

Yeah he is still bigger and tougher to bring down though. He isn't the best example but someone like him who is seen as more of an athlete, I think the refs give the defender more leeway with.
