There really is no rule to break
Its a simple decision by the sports book if they want to allow this person to have credit .
They give tons of people credit .

So it’s only a decision on deciding if they want to give this guy x amount of credit to make a completely separate bet from the original using his parlay ticket as collateral
The gaming board would have no impact on this decision
Chop, in Vegas there is absolutely no credit to make a sports bet period. it is against gaming rules. now a player could be at a table request a marker. Then take his chips to the cage and get cash and go make a sports bet. At the sports book cash has to be exchanged for the ticket you bet. Or of course you can use a winning sports ticket also to pay for your ticket.

I think plenty of people have money to hedge even if they only bet $10 parlays. I play small bets but have plenty of money lying around if I need to hedge something like that

There was a funny story involving Brock Landers, where he used casino credit in the sportbook and as it turned out they track that stuff very closely and they did not approve of said usage

Wasnt there also a case where a manager gave Charles Barkley a lot of credit to bet on the Super Bowl and the manager got fired for that?

Yes. Nick Bogdanovich who was the sportsbook manager at Mandalay Bay got fired for the Barkley incident.

Yup. Plenty of people out their who have decent money and are recreational gamblers. Who might be $100 flat bettors, but will throw $10-$20 on a large parlay lottery ticket now and then for fun.
