It's by quarter, and federal government economic statistics are used, certainly NOT CNN :)

A recession is defined as two consecutive quarters of economic retraction. Assuming the 2nd quarter of 2020 retracted (a safe assumption), then the economy also has to retract in the 3rd quarter which beings July 1, 2020.
